You can absolutely reduce an accent. There is no such thing as accent elimination but an accent can be reduced, modified and spoken with more cultural correctness that will bring better clarity and higher confidence. Reducing an accent is more about eliminating the behaviors that do not belong in English as opposed to learning an entirely new language. Apply new habits on how you speak English will be required. It is less about learning mispronounced sounds and more about learning the correct cultural habits and rules for English pronunciation that will reduce your accent.

An accent can absolutely be reduced or modified. However, it is difficult to get a precises level of accuracy. Reducing an accent has more to do with the cultural style and rules and less about target sounds to measure. This cultural dynamic makes it difficult to get a solid measurement. There are not any valid, standardized tests to measure the reduction of an accent accurately due to so many cultural considerations.
